The evaluation required a standardized approach across 17 different states and union territories. A key challenge was assessing outcomes and processes in 2,200 schools across 55 districts, navigating varied administrative and cultural landscapes.
Sigma's pan-India network and experienced zonal teams were crucial for coordinated execution. Standardized training and monitoring protocols ensured that data was collected consistently across all locations.
The comprehensive evaluation report provided the Ministry with vital, on-the-ground insights into the strengths and weaknesses of the MDMS program, informing recommendations to strengthen one of India's most important child welfare schemes.
This project showcases our ability to conduct complex, multi-state government evaluations, combining logistical prowess with a nuanced understanding of policy assessment to deliver actionable insights for our clients.
